NOTICE INVITING BIDS FOR HIRING OF OFFICE ACCOMMODATION FOR THE THREE DEBTS RECOVERY TRIBUNALS AT CHENNAI ON LEASE/RENT BASIS
Dated : 4th January, 2018The Debts Recovery Tribunals - I, II & III, Chennai intend to hire office premises in a building or a part of a building on lease / rent. The total carpet covered area required for the office is around 24,000 sq.ft. either as a single unit or in splits not less than 8,000 sq.ft. The detailed tender documents are available in the website: www.drt2chennai.tn.nic.in or www.drt.gov.inInterested parties [PSUs, Government, Non-Govt. and others] may send their sealed offers superscribed TENDER FOR LEASED ACCOMMODATION in the prescribed format. The terms and conditions of the lease/rent, tender documents can be downloaded from the website: www.drt2chennai.tn.nic.in or www.drt.gov.in. The offers (Technical and Financial Bids separately) in the prescribed format, must reach the office of THE REGISTRAR, DEBTS RECOVERY TRIBUNAL-II, 4TH FLOOR, DEWA TOWERS, 770-A, ANNA SALAI, CHENNAI 600 002 either by post or in person on or before 05/02/2018 at 4.00 p.m. No tender will be accepted by FAX or email or through Courier or any such other means.

Tender documents for hiring of office accommodation for three Debts Recovery Tribunals (DRTs) at Chennai
The tender consists of four parts:
Part A : Terms and conditions (Annexure-I) Part B : Technical bid (Annexure-II) Part C : Financial bid (Annexure-III, Annexure- IIIA) Part D : Pre-Qualification criteria (Annexure-IV)
Both Part B and C should be sealed in separate envelopes and superscribed in bold letters:
a. Technical bid for hiring office space for three DRTs in Chennai b. Financial bid for hiring office space for three DRTs in Chennai Both these envelopes should be then placed in a single sealed cover superscribed Tender for hiring office space for three DRTs in Chennai.
Tenders (Technical bid only) will be opened on 05.02.2018 at 4.30 pm at DRT-II, Chennai in the presence of Bidders/representatives of bidders, present if any. Financial bids of only those bidders whose technical bids are found valid, eligible and acceptable shall only be opened.

Terms and Conditions
1. The Terms and conditions shall form part of tender to be submitted by the bidder to the Debts Recovery Tribunals, Chennai, hereinafter terms as DRTs Chennai.
2. All bidders are requested to submit the tender document (Technical & Financial bids) duly filed in with relevant information supported by relevant documents at the following address: The Registrar, Debts Recovery Tribunal-II, Dewa Towers,4th Floor, 770-A, Anna Salai, Chennai-600 002.
3. All columns in the tender document should be duly filled in and no column should be left blank. NILor Not applicable should be marked, where there is nothing to indicate. All the pages of the tender document should be signed by the owner or his authorized power of attorney. Any other corrections or use of white fluid/ink should be duly initialled by the bidder. The DRTs Chennai reserve the right to reject the incomplete tender or in case information submitted is found to be incorrect.
4. In case space in the tender document is found to be insufficient, the bidder may use separate sheet to furnish full information.
5. Tender documents received by DRTs Chennai after due date and time i.e. 1600 Hrs on 05.02.2018 shall be rejected outright and no correspondence in this regard shall be entertained.
6. The offer should remain valid for six months. During the validity period of the offer, the bidder should not withdraw/ modify the offer in terms of area and price and other terms and conditions quoted in the Technical or Financial bids. The bidder has to submit an undertaking on non-judicial stamp paper of requisite value duly signed by legal owner or his power of attorney holder that the bidder shall not back out/ cancel the offer/ offers made to DRTs Chennai during the validity period.
7. There should not be any deviation in the terms and condition as have been stipulated in the tender documents.
8. The tender will be acceptable only from original owner of the building or having valid power of attorney. The space/premises offered should be free from all encumbrances/claims and disputes/liability and litigation with respect to its ownership, lease/renting and pending payments against the offered space.
9. Offers received from Government Bodies/Public Sector Undertakings/State Housing Board etc. would be given preference.
10. The building offered should be ready for immediate occupation.
11. The building offered should be as per the requirement mentioned below:-
Location where the office space is required : Chennai (within 8 km from Madras High Court)
Total Carpet Area required (in sq.ft) : 24000
Carpet area means area of premises less toilets, passages, walls/columns, stair cases, verandah, lobby, balcony, kitchen, portico, sanitary, shafts, lift arches, air conditioner ducts, lofts etc.
12. The building should have separate electricity and having sufficient installed electricity load and water connection. If separate connection is not available sub-meter etc. to be installed by the owner along with wiring.
13. The building should have easy approach and reasonable parking space for at least for 50 four wheelers and 100 Two wheelers. The location should be in an area convenient for office use and should be easily accessible.
14. Independent buildings with guaranteed possession will be preferred.
15. The payment terms mentioned in the financial bid shall be strictly followed and no deviations will be allowed.
16. The rate of rent finally approved by CPWD is liable for revision during the period of lease or renewal, if any, of the lease after the expiry of Five years from the start of the lease or revision of the rent, provided that such revision shall not exceed 5% per annum.
17. Canvassing in any form will automatically disqualify the offer. No brokerage will be paid.
18. The particulars of amenities provided/proposed to be provided inside the property / building complex should be clearly furnished in the Technical Bid.
19. The Technical Bid is required to be submitted with certified copies of approved drawings from Chennai Corporation authorities or any other competent authority, certified copy of Land Deed, Corporation/Municipal receipts approved plan of building and copy of ownership of building. Technical Bid received without these documents are liable for rejection without any reference to the party whatsoever. Originals of these documents / certificates shall be produced at the time of execution of Lease Agreement.
20. The bidder is required to enter into Lease Agreement in the prescribed format approved by the Central Government.
21. The DRTs, Chennai reserve the right to verify/inspect the building before finalization of Tender and reject it outrightly, if the building is not according to the specification required by the DRTs, Chennai.
22. All existing and future rates, taxes, insurance fee including public liability insurance, property taxes, assessment charges and other outgoings whatsoever of description in respect of the said premises payable by the owner thereof, shall be continued to be paid by landlord.
23. Maintenance of premises to be made (externally) by the owner.
24. The DRTs, Chennai may, during the lease period/extended lease period carry out such alterations to the existing buildings such as partitions, office fixtures and fittings as may easily removable.
25. Being a Central Government Office, no Security Deposit/advance payment will be paid. The quotes of bidders who insist on advance deposit may not be considered for further evaluation.
26. The office space should have all required electrical fixture such as switches, power, points, fans, lights, etc.
27. The maintenance (civil, electrical, mechanical, plumbing including consumables, etc.) shall be provided by the owner and the owner will also undertake to carry out annual repair and maintenance every year. No additional charges shall be paid for the same.
28. The building should have adequate toilet facilities.
29. The building should be in a ready to use condition with electricity, water, painted, sewerage. The electricity power available should also be indicated.
30. The location should be in an area convenient for office use and should be easily accessible.
31. Adequate parking space for about 50 four wheelers and 100 two wheelers should be provided by the owner free of cost.
32. No tender will be accepted by fax, email, telex or any other such means.
33. Tender is likely to rejected because of non-fulfilment of any of the above terms.
34. The short listed bidders will be informed in writing by the DRTs, Chennai for arranging site inspection of the offered premises.
35. All disputes lie within the jurisdiction of Chennai only. The DRTs, Chennai reserve the right to reject all or any tender without assigning any reason thereof. ------

23. Declaration:
i) I/We have read and understood the detailed terms and conditions applicable to the subject offer as supplied with the bid documents and agree to abide by the same in totality.
ii) It is hereby declared that the particulars of the buildings etc. as furnished against the individual items are true and correct as per my/our knowledge and belief and in the event of any of the same being found to be false, I/We shall be liable to such consequences/lawful action as the Department may wish to take.

TENDER DOCUMENT FINANCIAL BID HIRING OF OFFICE ACCOMMODATION

Note a. Lowest bidder shall be decided based on the rate quoted per sq. ft. of carpet area filled in Sl. No.1 above. No other charges shall be considered in deciding the lowest bid. b. Lowest bidder shall be decided based on the total amount filled in above and no rent revision proposed. Quote should be covering all taxes and duties. This shall be the amount payable by the Office as monthly rent. c. Rates should be quoted in figures and works without any errors, overwriting or corrections and should include all applicable taxes etc. in case of any discrepancy between the amount mentioned in numbers and works, the amount mentioned in works shall prevail. d. The term warm shell refers to the owner delivering the space to the tenant with basic finishing which include painted walls, electrical panels and outlets, tiled floor, plastered ceiling with basic lighting, finished bath rooms and fire safety systems. e. The rates quoted in 1 above should be restricted to the office space provided as warm shell and other charges viz. power back-up, charges for fan, light fixtures, air conditioning etc. and any other charges towards extra feature, maintenance cost etc. shall be excluded. The same shall be quoted separately in Annexure-II B. f. Periodical revision to rent will be determined as per the conditions laid down in Revised Standard Lease Agreement as per OM No.16011/1/2000-Pol.III of Directorate of Estates, Govt. of India dt. 03-09-2001. g. Quote should be covering all taxes and duties. This shall be the amount payable by the Department monthly as rent. h. Rates should be quoted in figures and words without any errors, overwriting or corrections and should include all applicable taxes etc. In case of any discrepancy between the amount mentioned in numbers and words, the amount mentioned in words shall prevail.

Note:
a) Above mentioned charges shall be over and above the Total Amount quoted in Annexure II as monthly rent.
b) The Other charges mentioned in this Annexure shall not be considered while deciding the lowest bidder.
c) If the charges quoted are unacceptable to the Department, the bidder shall be ready to remove the assets from the property being rented.
d) The Department shall have no obligation to accept these charges. The charges may be negotiated with the selected bidder.
